The most prolific of the 19th century pewterers was Thomas D Boardman. He successfully made pewter from 1804-1872. His porringer output was in the first quarter of the 19th century. Reference #528 in An American Pewter Collection. The condition of the pewter and mark, l-428, is excellent.
